How will the integration of passport services with the Bangaloreone project work to the benefit of the public in Bangalore ?
Residents of Bangalore already benefit from the 14 hi-tech integrated citizen service centres in various parts of the city, which provide various services relating to BCC, BESCOM, BSNL, BWSSB, police, RTO, stamps and registration etc., all under one roof. A new service – namely the acceptance of applications for fresh passports and for reissue/renewal of passports – has been added to the bouquet of services being provided by these centres. The public will now be able to submit applications for a passport at any of these centres (Full list and contact details are given below), which are located in several parts of the city, reducing the need to travel long distances from one part of the city to another. These centres work on all days from 0900 hrs to 1930 hrs, enabling the passport-seeking public to access them at any time of their convenience. Consequent to the diversion of applicants for fresh passports to BangaloreOne centres, the crowding at the Passport Office premises is also expected to reduce substantially. It must, however, be noted that applications will be accepted only from the applicants themselves.

How will it be ensured that the applications are transmitted quickly to the passport office, for further processing ?
All applications received in B-1 Centres are invariably forwarded to the Passport office in two working days after submission. The accepting Centre will generate the unique file reference number for each application using their software, enter the personal details of the applicant into the system, and scan the photograph and signatures. The data and images will be transferred to the Passport Office electronically, so that they can be directly read into the system at the Passport Office. The papers relating to police verification will also be sent directly to the concerned police authorities, by these centres. The applications will thereafter be physically sent to RPO Bangalore for further processing, as per precise time-lines agreed between the two sides.

Will the applicants be charged any additional fee for submission at B-1 centres ?
No, there will not be any additional fee, apart from the regular fee prescribed for various passport services. (For details, please refer to the fee schedule on our website).

What will be working hours applicable for submission of passport passport application forms at B-1 centres ?
Bangaloreone Centres work on all days, including holidays, from 0900 hrs to 1930 hrs. Applicants will be able to submit their applications at any time of the day, any day of the week. This is expected to provide huge relief to the passport-seeking public, who do not have to spend long hours waiting for submission of their application forms. Since the number of applicants will be distributed over the 15 centres, the number of applicants at each centre is expected to be significantly lower than at present. In addition, the crowding at the Passport office premises is also expected to reduce considerably, improving the quality of other services provided by the Passport Office.

What modes of payment of fee are acceptable at these centres ?
Application fees at BangaloreOne Centres can be paid by cash or credit card, from 26th February 2007.

It is required to produce original documents for verification at the counter? Who are the officers authorised for attestation of photocopies of supporting documents?
Two photocopies of all supporting documents, duly attested by gazetted officers, are required to be submitted along with the application, as is customary. The originals are required to be produced at the submission counter, for physical verification by the counter staff, who will certify on the photocopies that the originals have been seen and returned. Gazetted officers approved by the State Government are authorised to attest the supporting documents. For reissue cases, the old passport (in original) is to be submitted along with the application. This will be returned to the applicant (after cancellation, in the case of valid passports) along with the new passport.

It is advised that all applicants keep a set of photocopies of the application and all the supporting documents in their custody until the application is successfully processed and their passport is issued.

Will tatkaal facility be available at B-1 centres ?
No direct Tatkaal submission facility is available at Bangaloreone Centres. Applicants should continue to approach RPO Bangalore for such submissions. Applications submitted at Bangaloreone Centres can, however, be converted to Tatkaal by approaching RPO Bangalore once the file is registered in our system. This can be verified by checking the file status on our website. Tatkaal fees, as applicable, will have to be paid.

Will applicants for re-issue of expired/expiring passports be accepted at B-1 centres?
BangaloreOne Centres will start accepting applications for renewal/re-issue of passports and also applications for passport for minors, from 6th December 2006. However, the following cases will not be accepted at BangaloreOne Centres, but will continue to be accepted only at the Passport Office:

  • Re-issue of passports containing valid visas
  • Passports for adopted children
Applications for Miscellaneous Services (submitted in Form No. 2) will continue to be accepted only at the Passport Office, Bangalore.

Will applications for miscellaneous services be accepted at B-1 centres?
No. Applications for miscellaneous services (submitted in Form-2) will continue to be accepted only at RPO Bangalore, in line with the existing practice.

Can applications for passports for minors be submitted at B-1 centres?
Yes, from 6th December 2006. For adopted children, however, the applications will have to be submitted directly at the Passport Office (Please refer Question 8 above). One of the Parents, or the legal guardian, can submit the application on behalf of the minor applicant.

I went to one of the B-I centres and tried to submit my passport application, but they felt it was a complicated case and that it will have to be submitted directly at RPO Bangalore. What should I do ?
There may be some cases where the documentation required is complicated. The B-I centres may therefore advise the applicants concerned to apply directly at RPO Bangalore. In such cases, they will make an entry (stamp) to this effect. In these cases, the applications will be accepted at RPO Bangalore, even if it is for a fresh passport. The online registration facility can be used in such cases for avoiding long waiting times.

It should be noted that for applicants who have stayed at more than one address in the past one year, the relevant details should be clearly mentioned in Columns 9 and 12. Failure to do so will attract penalties for suppression of fact(s), under the Passport Act, 1967. Two sets of PP (personal particulars) forms should be submitted for each address, so that they can be sent for police verification at each of these addresses.

Can applicants from other districts submit at these centres ?
No, this facility will be available only for applicants residing in Bangalore (coming under the jurisdiction of Commissioner of Police, Bangalore (or) Supdt. of Police, Bangalore Rural). Applicants from other districts can submit their applications at the District Passport Cells (DPCs), Speed Post Passport Service (SPPS) Centres or directly at RPO Bangalore, as per the relevant guidelines issued by the Passport Office.

Will my police verification be delayed, if I submit at any of these centres ?
No, the procedure will essentially be the same as the one being followed currently. The Bangaloreone centre will detach the personal particulars (PP) forms from the rest of the application and send them directly for police verification. The rest of the application will be forwarded to RPO Bangalore. The police authorities, on completion of the verification, will send their report directly to us for further processing. This procedure ensures that there is no loss of time in forwarding the papers relating to the police report.

For renewal of valid passports issued at Bangalore or for Bangalore passports that have expired less than a year ago, passports will be re-issued without waiting for a police report. But any adverse report from the police after issue of the passport will attract action by the Passport Office under the relevant provisions of the Passport Act, 1967.

Is it possible that my file gets stuck due to some objection after my application has been submitted at a B-1 Centre ?
No, once the file is forwarded to the passport office, the procedure that is followed will be same as the one being followed now. The counter staff at BangaloreOne centres have been trained to scrutinise documents as per our requirements. In case of any deficiencies in the supporting documents, RPO Bangalore will get in touch the applicants concerned. It is therefore advisable to correctly fill in the details relating to you contact numbers and e-mail addresses.

Will files submitted at B-1 centres take longer to process compared to applications submitted directly at the Passport Office ?
No. We have put in place procedures to ensure that applications submitted at Bangaloreone Centres are processed roughly at par with the applications submitted in Passport Office. Applicants are advised to desist from believing any misinformation on this account from vested interests.

How can I track the status of my application after it is submitted ?
The website of RPO Bangalore provides fairly detailed information regarding the status of your application. Applicants submitting at Bangalore-I centres can also avail this facility to track their applications. The relevant link on our website is: http://rpobangalore.gov.in/npassport.asp

How can I ensure that there are no errors in data entry, as far as my personal details are concerned ?
At the time of acceptance of your application, your personal details are entered into the system on the spot. A print-out is given to you for confirmation that the details entered are correct. The applicant is required to carefully verify the details entered and counter-sign the print-out, confirming the correctness of the data.

What is the mechanism for grievance redressal, for applications submitted at B-1 Centres ?
All the channels currently available for grievance redressal, including drop boxes, enquiry counter at RPO Bangalore and e-mails, will be available for applications submitted through Bangaloreone centres.

Where can I find instructions for filling up application forms?
Detailed information relating to all kinds of passport services is available on our website.(http://rpobangalore.gov.in)

If I have suggestions for improving the service delivery at these centres, who should I address these to?
You could send a letter or e-mail to either of the following:

  • Regional Passport Officer, 8th Block, 80 ft Road, Koramangala, Bangalore -560095.
  • Director, Bangaloreone Project, M.S.Building, Bangalore –1.
